Abstract

This paper demonstrates how effective leaders integrate the often dichotomized approaches of transformational and instructional leadership in various ways throughout different stages of their schools' development, thereby progressively influencing and 'layering' the improvement culture to enhance student outcomes. The empirical data were derived from a three-year mixed-methods national study (“Impact Study”) that examined the correlations between the roles of principals in effective and improving primary and secondary schools in England and student outcomes, as indicated (though not limited) by their national examination and assessment results over three years (Day et al. 2011; Sammons et al., 2011; 2014). The study started with a thorough review of the existing literature, followed by a nationwide survey that examined the perspectives of principals and key staff about school development methods and activities they thought contributed to enhanced student achievement.

In addition, there were in-depth case studies of a sub-sample of twenty schools from different points of view. The study offers novel empirical data about the efficacy of effective principals in fostering progress over time by integrating both transformational and instructional leadership tactics. The findings indicate that the school's capacity for long-term improvement and sustained effectiveness is attributable to principals' comprehension and assessment of the school's needs, as well as the implementation of clearly defined and collectively embraced educational values. This is achieved through the integration of context-sensitive strategies that are systematically layered throughout various phases of school development, resulting in gradual enhancements in the school's operations, culture, and achievements. The mixed methods research design yields a more detailed and nuanced evidence-based comprehension of the leadership roles of principals in effective and improving schools in attaining and maintaining educational outcomes than what is achievable through either singular quantitative analyses and meta-analyses or exclusively qualitative methodologies.
